Brunei Architects and Engineers Receive Recognition at BAPEQS Certificate Presentation Ceremony

The Board of Architects, Professional Engineers and Quantity Surveyors (BAPEQS) organised their annual Certificate Presentation ceremony earlier this week, on Monday, 1st July, 2019. 4 ASEAN Architects (AA) and 2 ASEAN Chartered Professional Engineers (ACPE) received their certificates at the event held at Dewan Betabur, Ministry of Development Headquarters - adding up to a total of 6 recipients. 


Attending as the Guest of Honour was the Ministry of Development; Yang Berhormat Dato Seri Setia Ir. Awang Haji Suhaimi bin Haji Gafar, who presented the certificates to six recipients in recognition of their registration under the ASEAN Monitoring Committee. Out of the six, four of the candidates were ASEAN Architects (AA); Ar. Awang Mahri bin Haji Latif from Gemilang Latif Association, Ar. Awang Muhammad Billy Lim Abdul Aziz @ Lim She Yueh (PUJA’s Secretary General) from Arkitek Rekajaya, Ar. Awang Haji Abdullah bin Haji Ahmad from Ahmad Architects and Ar. Awang Haji Abdul Ghani bin Haji Mohamed from AGA Abdul Ghani Arkitek. Meanwhile, those receiving the certificates under ASEAN Chartered ASEAN Professional Engineer (ACPE) were Ir. Awang Haji Mohd Saney bin Haji Abdul Halim from Petrokon Utama Sdn Bhd and Ir. Dayang Hajah Siah binti Haji Amat from HSIA and Associates Sdn Bhd.

With the establishment of the Mutual Recognition Agreement (MRA), which was signed by the ASEAN Member States under the ASEAN Agreement Framework on Services (AFAS)  on 20th November, 2007 as an initiative to enable the mobility of services amongst ASEAN countries; Bruneian Architects and Professional Engineers have been given the privilege to be registered as AA and ACPE, through BAPEQS - which is the Professional Regulatory Authority (PRA) for Brunei Darussalam. It is through the signing of this agreement that BAPEQS has been able to further improve and develop in regulating the respective professions, information exchange, as well as the best practices in education, skills and professionalism. With this agreement, Registered AA and ACPE are also now able to certify as Registered Foreign Architects and Registered Foreign Professional Engineers  in the ASEAN PRA counterparts. 


Stating these facts in his opening speech, the Minister expressed his congratulations to the recipients of the ceremony, as well as the Board Members and Committees of BAPEQS - including its present Chairman, Ir. Awang Haji Amer Hishamuddin bin Pehin Orang Kaya Amar Pahlawan Dato Seri Setia Awang Haji Zakaria (Permanent Secretary under Infrastructure, Housing and Professional at the Ministry of Development) - for their achievements.

The certificate presentation was then followed by the launching of BAPEQS’ online registration platform. It is hoped that the launching of this new online platform will provide better and more efficient assistance in facilitating the professionals on their renewals and new applicants, whilst enabling the availability of necessary documents online. With this facility, it is hoped for renewals to be made no later than 1st December every year.


At the same time, the BAPEQS committee have also decided to certify PUJA Professional Assessment (PPA) Route 2 for Professional Engineers and Surveyors. The Board’s decision was made on 21st May, 2019 after three months worth of review and deliberation on the concept, procedures as well as the core objectives of the Route 2 processes. Through their evaluation, it was found that the PPA is on par with international best practices - Hence, affirming PUJA’s eligibility to conduct competency assessments in the Engineering and Surveying profession. This also entails that graduates in the two fields now have an option to obtain their professional certification through the guidance and approval of the local professional institution. Present to receive the Certificate of Recognition for PPA Route 2 from the Guest of Honour was Legislative Council Member and President of PUJA herself, Yang Berhormat FDr. Ar. Dayang Siti Rozaimeriyanty binti Dato Seri Laila Jasa Haji Abdul Rahman.

Also present at the event were Ar. Awang Haji Marzuke bin Haji Mohsin (Deputy Minister at the Ministry of Development), Dr. Dayang Nor Imtihan binti Haji Abdul Razak (Permanent Secretary under Planning, Land and Environment at the Ministry of Developments; PUJA’s Vice-Presidents; Ir. Awang Haji Mohammad Zin bin Salleh (Chairman under Engineer Division) and Ar. Awang Zul Amali Idris bin Dato Paduka Haji Idris (Chairman under Architect Division); PUJA’s Past-President and Permanent Secretary at the Ministry of Transport and Infocommunication, Ir. Awang Haji Mohammad Nazri bin Haji Mohammad Yusuf; PUJA’s Secretary under Engineer Division, Ir. Chin Lee Tuck; other PUJA members, as well as Board and Committee members under BAPEQS, and government officers. Overall,  the ceremony was attended by 177 guests; 76 of whom were Registered Architects, Professional Engineers and Quantity Surveyors.
